Where can I obtain examples of valid Supply Planning Rules?

I would really like to see more documentation provided on Planning Rules. ie: what is a valid rule and what is not a valid rule. There is no useful documentation in Help or SuiteAnswers. And this is never covered in any supply planning video.

I have an example where there are 4 locations. The same inventory can be held in all of the warehouses. If one warehouse has insufficient supply but another warehouse has available supply then we want a transfer order to occur. But it could be From and To any combination of the 4. It is not a Hub and Spoke type operation. We want to transfer available inventory before triggering a purchase order.
