Planning Workbench - How do I purchase assembly items? The only suggested action is to create a WO.

TLDR - I have an SO with assembly items on it that is trying to be fulfilled by the planning workbench, but whilst I have marked the item as purchasable from vendors (I've tested it can be) the only action option that the workbench gives me is to order the parts and create a works order. How do I tell it to purchase the assembly items instead?

Current process is our subsidiaries order assembly items from each other through to the manufacturers in China. It's useful to have them as assembly items so that we can unbuild them, replace parts and in certain cases build the items at their final location.
