Change NS Users Form on Edit

We currently have a big problem of sales reps changing the sales team member field on existing orders than do not belong to them. Typically this happens on orders customers submit via the website...

What I'd like to do is either:
[LIST]
[*]Disable the sales team member sublist on edit
[*]Force the sales rep into a different form on edit of SO
[/LIST]

I've tried to disable/hide the sales team member sublist via workflows but was unsuccessful. It appears that I can only do this for fields- not the sales team sublist.

My other thought was to use a workflow to change the sales order form to a different version that didn't include the sales team tab. All of the necessary fields are available in the workflow manager but even though the workflow executes, the form does not change and the screen does not refresh.
