Importing Bills or POs

Hi -

I'm very new to NS, but have lots of experience with MS Access. 

Our users enter hundreds of bills every month and I was looking for a way to import them (like we do for Journal Entries). 

I saw an older post that said "There are two ways to do this, WebServices and SMBXML. The former is the preferred method at this point. There are partner tools available that import files via WebServices."

My questions are:
1.  I don't know what WebServices is, or how to learn about it.  Any info there?  Will that be in the "Dummies" book?
