Publishing Dashboard problems

I have tried over and over to publish a new dashboard with KPIs and some trend graphs and snapshop reports.  I make sure I am signed in as a role that can publish the dashboad for the role I involved.  I save the dashboard.  I sign out and sign back in as the role with the new dashboard, the KPIs are not there and neither are the snapshots or graphs.  The only thing there is a shortcut to a saved customized report.

I go back to the Sales Administrator role and the dashboard I am trying to publish is still there with all the snapshots, graphs and KPIs - WHY will it not publish?
