Public Checkbox not Visible on Saved Search

We have attempted to locate the instructions in the NetSuite Documentation, but are still at a loss. 

Our marketing person, who I assigned the marketing role so that she could do marketing campaigns, use saved searches, etc., does not have a "Public" checkbox when creating Saved Searches.  How do I add that option to the Marketing Role so that when she creates new saved searches and checks the box, others in the company can see her saved searches?
