How to make sure customer order numbers are unique

We have a problem with customers placing orders over the phone and then emailing or faxing the purchase order and a different salesman booking out the same order thus creating duplicates. If we had a checker that ensured that customer order numbers were unique this problem woudl go away. Is there  a way to make this happen or does anyone have the code to do this?
