Send email to recipients that haven't opened past email.

I have found an answer on doing a drip marketing campaign via Workflow, unfortunately, I don't have permissions with Workflow on my Netsuite. 

Situation:

I'm trying to send a follow-up email within an email campaign to the recipients who did not open the initial blast. Is there a way to do this outside of Workflow?

Oddly, through a search, I'm able to narrow down my group to people who OPENED the email, but when I invert the criteria to make the value be false, it populates my list with the entire group, rather than removing those who did open it. I'm not sure what I'm doing wrong.
