Handle a null value in a formula

Does anyone know how to adjust the formula below to populate the data when the field is null? I know you use this NVL ({location}, <10267359>), but i can't get it to work within my formula.

CASE WHEN LOWER({location}) LIKE '%central%' THEN '10245248' WHEN LOWER({location}) LIKE '%east%'  THEN '10267359' ELSE {location} END
