Default Shipping Address

Our sales reps capture new leads by using an online customer form. When setting the address, it is only populated as a billing address, and we want it to set for shipping too. I can't find a setting for this, and I can only select one set of address fields. Is there something that I am missing, or does this need to be achieved via a script?
