Permission Violation: You need a higher permission for custom record type

I am receiving the following error when executing a script using a custom record:
    Permission Violation: You need a higher permission for custom record type Relationship_Code to access this page. Please contact your account administrator.

I am the administrator and set this up.

Record name Member_Group_Relation, record ID customrecord4, is the relationship between two customer records.  This record has multiple fields including Relationship_Code, custrecord1.  This record is the 'relationship type' of the customer (member) to the other customer (company) record.

Member_Group_Relation, record ID customrecord4, is set as 'No Permissions Required.'  On the permissions tab I have no relationships.  My objective is to allow anyone with any any access to be able to manipulate these relationship records.
