Customising PDF layouts for transactions

We have a series of T&Cs and signature block on the bottom of our estimates in a custom box.

At the moment we have a fairly short columns section, and the T&Cs.  The T&Cs always stay on the first page, even in a multi page estimate, and the Column box is shortened and doesnt look particularly tidy on Multi page estimates.

Is there any way to have a t&Cs message prined only on the last page of the estimate, and allow the columns to reach the bottom of the first page before the second is started?
