Netsuite Case Form - Type Filtering

New to this level of field customization so not sure where to begin looking. Here is what I am trying to do:

When user makes a selection from Netsuite's standard ISSUE field on custom case form we want a custom field which references a multi-select list to populate only those values related to the selected Issue. When a different Issue is selected the custom field populates with only those types related to that Issue and so on. Thanks in advance! All tips and tricks are appreciated!

Also if anyone knows of a good and relatively quick consultant that could help us out with this one we would be interested!
