Alert/Report for Open Charges

Is there a way to be notified that a future open charge is ready for invoicing?  We setup recurring, monthly flat fees for support costs, and I'd like to be notified if a monthly fee is coming due.

This notification can be a simple alert or a scheduled report that identifies the open charges for the week.
