Report Detail Issues

How can I grant Additional Project Managers who have editing and timesheet approval permissions the ability to view all team members in Account-Wide Company Reports? Only project owners are able to see all team members, but I want all project managers on any project to be able to see that same level of detail in this report as the Project Owner.
