Access to Timesheets -- not all but a subset

We have a requirement for certain managers to be able to see all time sheets for just their Project Hierarchy, or for users belonging to a specific Subsidiary or a specific Business Unit (Department).

The View All Timesheets setting on the Role definition page won't do it for us (we use that for Accounting, HR, etc.).  We need something between View All Timesheets and view just your direct reports' time sheets.

Anybody know how to do this one?
