Time Entries in Prior Periods

How can we prevent users from submitting timesheets with time entries in prior periods?   After we close our fiscal year, which ended in March, we want to make it impossible for some users to enter timesheets (or adjusted timesheets) with hours on any date prior to April 1, 2017.
