Discount Rate as Percent?

I have a Discount for Sale with a flat rate. We're using this discount as the basis for flat-rate Item Based Promotions. Example would be $10.00 off of widget A, $5.00 off of widget B, etc. When printing quotes and sales orders, the discount item rate shows as the flat rate (i.e. $10) but when we're printing cash sales or invoices, the discount item shows as a percent. Is there any way to change that to show the flat rate?
