Allow Role to 'Save As' the Transactions Sublist Saved Search on Customer

I have a custom Role that has both the 'Perform Search' and 'Publish Search' permissions. However, when they are on a Customer record looking at a sublist on the Transactions tab, when they click 'Customize', the only option available is 'Preview'. They want to be able to Save As and create an altered version of the search/sublist. Could it be that they would need additional permissions on the Transactions themselves?
