I've had success (over time) with some requested enhancements by providing several detailed use cases, quantified benefits and impacts of not having it, and demonstrating how the feature could be useful to all users or a particular industry. I read all the enhancement comments and most did not provide use case details.

Similar to Jack's response, If you meant "Tabs" you can change the "Label" also. Edit the form> click the Tabs subtab> the Label can be updated> Save The Tabs can also be moved by clicking dots to the left of each Tab Description and drag. Below is a Transaction form example:

You can also "set" or let default all appropriate roles Permissions>Lists>Items to "View". Additionally, with the workflow suggested, you can add a condition that would apply when User Role not equal Administrator, so that if there is a valid need to change the Item number, the Administrator can.

As Administrator I think you should be able to change the owner to yourself, Save, then inactivate or delete.
