Support did eventually get back to me with the same response regarding the "File Cabinet Files Always Available" setting. We found this to be turned on across all of our client's accounts 8-9 accounts, so this seems to be a widespread change. Something else interesting that I have discovered is that this error does not trigger on all customers, only certain ones.
