Hi @Michelle Jabanes-Oracle! The screenshot was not taken while using an Administrator role, but the details remain the same when using Administrator role. The role comparison lists a level of access that is not available when updating the role.

Where should SC custom fields be installed? Item options is set to all items, does that need to change:

I'm sorry, but this did not help. The field is now displayed on all PDP pages as opposed to on the single item for which it was intended. Also, the field is not available as a dropdown, it's simply displayed:

We do not have custom_fields section on the Extensions subtab. I've added the newly created list to the field set for details, but still cannot see the list on the product display page.

Thanks, @Michelle Jabanes-Oracle! I have checked the employee record and there are no restrictions on class, subsidiary, department, global permissions on either of our records. Everything appears to be identical... I'll double check, but I don't recall any scripting on the employee record.
