I may be wrong here. But you can create a shipping item with the minimum order amount for free shipping. And only show this item on you site or ask you customers to choose this shipping item on check out pages. Net Suite wants us to show the customers what browsers versions would work best with NS and that customers need to turn the JavaScript on if they have a problem. I hope we can offer FREE SHIPPING as a promotion for a specific time on one site while clients with other shipping methods can still log in to their account and order as usual and be charged as usual. It would be nice to offer different prices on different site for the same products.
