Inventory Transfer Workflow

Hello Gurus,

We are trying to create a workflow for inventory transfer from one location to another. The requirement of this workflow is "when an employee initiate a transfer from one location to another, the stock immediately hits the stock of transferred location & the employee of this location is unaware of same", client requested us to apply some approval etc. so that once a transfer is initiated, receiver must approve it prior accepting the stock.

However, when we tried to create the workflow, the buttons (accept / reject) started appearing whereas the location is still getting the stock in their store without approving it. Even if they reject the same, it still reflects in the stock.
