Unexpected On Hand / Available in a specific bin

As the title suggests, a client indicated an issue with their On Hand vs Available counts for a specific bin, which we'll call Bin A. What I know is below:

[*]I am new to this account (and a relatively new NS Admin in general), so I don't have a detailed understanding of their full settings just yet
[*]The user who raised this issue is brand new to NetSuite, had limited training, and cannot explain what they were doing before they encountered the issue
[*]User was unable to transfer items out of this bin
