Can anyone explain workflow governance?

Here is what help says about workflow governance:

"Please note the following about all governance limits applicable to NetSuite workflows.
[LIST]The total number of units available across all workflows for a record type (for a given triggered event) is 10,000 units.[/LIST]

[LIST]Within one state, all of the actions combined cannot not exceed 1000 units.[/LIST]

[LIST]Workflow Action Scripts have a usage limit of 1000 units.[/LIST]"

But how to calculate the current total number of units workflow is using?

How to calculate the number of units for workflow action (especially default actions?)

Does anyone know?
