server-side triggers can't edit stored custom fields?

Does this quote from the Help pages (Workflow: Set Field Value) really mean that workflows can set stored custom fields only with client side triggers? That server-side triggers can't change stored custom fields?

The value you specify in a workflow Set Field Value action (set to execute on Before Record Load) will not override a stored custom field or a field that is sourced/slaved by the system. To work this issue, you can set the Set Field Value action to execute on a client trigger such as Before User Edit.
