percent condition not working in workflow

I want to use a compare a percentage value in workflow.
for ex,

if the Est. Grossprofit Percentage >= 20 go to state 'Approved'

if it is less than 20 go to state 'Sr. Accountant'

but this condition is not working in my workflow.

I'm new to Netsuite. Pls help me to solve it out.
