Workflow won't trigger on Payment

Hey all

Any ideas? I have a workflow that will adjust an income account on a cash sale and cash refund, but it won't work on an invoice payment. This seems odd to me as "customer payment" is set to trigger. Crazy.

Record Type: Transaction 
Sub Types:    Cash Refund,Cash Sale,Customer Payment
