What Workflow events work with CSV Imports

I have written a workflow that sources an item's field before record submission. This workflow seemingly works fine when the user edits or creates an item through the UI. However, when the user does a CSV upload, the record enters the workflow but nothing is happening.

Does anyone know when the fields get sourced when doing a CSV import? I've an inkling the workflow is failing because it's trying to read from and operate business logic from a field that currently isn't populated which would completely change the way the workflow operates. Would I have to make the workflow trigger after record submission? If this is the case, how can I retrieve internal field values from a record after its submission.
