how to Initiate Workflow Action?

Hi All,
Whenever the status of the sales order is changed from pending fulfillment to Pending Billing,i just want to run a workflow action.
The status of  the sale order is in Pending fulfillment.Whenever we did the Fulfillment transaction then only the status of the sale order is changed as Pending Billing.
Is it Possible?
