Set a field value when the records are created via CSV Import

I have created a workflow that have a setFieldValue action; when a field that is updated via a CSV import have certain value.

I set the action to trigger aftersubmitrecord and in entry but doesnt work at the moment the record is created or updated via the csv import.

Does anyone know if there is an error on the trigger? or any other setting in the workflow.
