Make Lead Inactive from online customer form

Hi,
I had created workflow for system to inactive all newly created Lead record. It is working if direct NetSuite entry but when it is via online customer form, the inactive is not checked.

May I know Workflow cannot apply in online customer form? What is the different for direct Lead creation and create via online customer form?

I am not scripting guy. Can this be resolved using workflow?
