Sales Order Workflow Help

Hi all,

I'm trying to create a workflow that will spring into action when a sales order's status becomes "Billed". I have one state that will send an email instantly and another state that will send a email in 7 days.

The workflow is not being activated and I'm not sure why. I assume it has to do with a condition I'm setting but not sure.

Here are the details:

Record Type: Transaction
Sub Type: Sales Order
Execute as Admin: checked
Release Status: Released
Enable Logging: checked

Initiation: Event Based

Event Definition
On Update: Checked
Trigger Type: After Record Submit
Event Type: None
