Are 2 actions in one state possible?

I am building a workflow so that when sales orders entered for a particular customer that the order will go to "pending Approval" status and that a particular employee be emailed to let them know the order exaists and needs their approval. 

I have created a state and input both actions and told it to change the status to pending approval first then send the email. 

Well, it does set the status but it will not send an email. 

It is set to do both on creation of the sales order.

Any thoughts?
