Identifying drop ship order itemreceipts

We would like to task someone every time a drop ship order return authorization is received into a certain location.  However I can't figure out how to only pick up on drop ship return authorization receipts.  NS recognizes the difference because it doesn't record gl $ entries for the drop ship item receipts.  I have tried setting the conditon of the work flow to Account empty or not equal to Inventory but that doesn't appear to work.
