Field value changed, but treated as original value

Hello folks,

We have a workflow which approves sales orders if they are found to be free from conditions we want to look at ourselves.

One of these conditions is that Ship Via is a CUSTOM SHIPPING ITEM.

The first stage of the workflow changes certain orders from CUSTOM SHIPPING ITEM to Fedex Home Delivery.

The second stage of the workflow should set the order to pending fulfillment if all other criteria are met, and the shipping item is not CUSTOM SHIPPING ITEM.

I am finding that our workflow does not approve orders that have had the ship via transformed in the first step. It is as if it is still reading the original value of the field.
