Go To Record Action executes asynchronously?

I have a workflow that uses the Go To Record action to open an existing child record of a quote in edit mode. I'd like the workflow to 'wait' until the child record has been saved, but it appears that the workflow state continues to process the next transition. Is there a way to force Go To Record to execute synchronously? Or at least have the workflow state NOT execute the transition immediately?
