workflow script for fieldchange functionality

I have written a code for field change functionality in workflow action script. But in workflow custom actions there are only entry, exit, before load, before submit, after submit and scheduled triggering conditions. I don't want to submit the record, I want field change functionality as when customer name is entered his phone number is to be populated in phone field.
