Transform sales order to item fulfillment

I have crated a custom fulfill button on a sales order. I would like for the button to open an item fulfillment record just like the standard NS button does. When I create the transform record in the workflow it tries to automatically fulfill the record without user input. We would like the ability to change bins and quantities if needed. Is this possible or can you think of a workaround that I am probably missing?
