Workflow for Credit Check Needed

I would like to create a workflow that sets "Credit Check Needed" when a prospect is issued a quote and the status changes to PROSPECT-Stage 3: Developing Solution and a Sales Order can not be created until the Credit Check Needed has been unchecked. Has anyone created anything like this with a workflow? Should I use a saved search? Any pointers would be appreciated.
