Looking for Advanced PDF/HTML Templates

We are looking to have a consultant build a series of pdf templates for us. 

Specifically: Commercial Invoice, Certificate of Origin, SED, NAFTA form, "Packing Slip". (Packing Slip is in quotes as we need to generate them often for freight forwarders prior to fulfillment off a sales order)

Have examples to work off of with governmental requirements.

We have already found the solution for generation the templates in our process for sales orders, just need someone with HTML skills to create the templates. 

Has to be Advanced PDF/HTML Templates, the basic templates won't work for our solution.
