WorkFlow Condition Builder not supported?

I'm just realized that non-formula conditions ("Condition Builder") doesn't appear to be supported in the current version of SDF. I tried a dead simple currency condition and sure enough the downloaded XML is in formula notation. I tried forcing the use of the condition builder in the XML but this only results on no condition at all be created/updated.
This is sort of a big deal, we've got conditions that are very complicated and occasionally need to be updated.

My questions: [LIST=1]
[*]Am I correct? Is it not supported?
[*]Is it on the roadmap?
[*]If it is on the roadmap when should be expect it?
