Can we deploy a workflow one account to another account with actions ?

Hi,

I want to deploy a workflow from one account to another account, But in my workflow i have actions, action scripts and workflow fields.

When i try to deploy a workflow using eclipse SDF to another account, It is not adding or updating the actions in the workflow.

Is this default behaviour (or) am i doing anything wrong?
