SDF and workfow... problematic

I am trying to use SDF for a project which has
workflow
workflow action script
custom record

It does not seem practical to develop the workflow in SDF so I import it from NetSuite.  It appears I cannot just upload the script.  I can only deploy the whole project. This means I have to import the workflow each time.

Can I just upload the script?

The workflow has an email action. The from and to are from fields... but on deploy I get an error

An error occurred during custom object update.
Details: Please enter value(s) for: Field, Field
