Just Live with NetSuite - Entering old time

We just recently went live with NetSuite.  We are trying to enter all of our time into the sytem.  The problem we are facing is that by marking all this time billable, which helps generate accurate project costing reports also shows up as  time to be billed by finance.  If we mark the time non billable, then it doesnt show up to be billed but also doesnt show up as valid time delivered on the project.  Does anyone know a way to mark this time as already billed or something like this?
