Planned Time Entries

Netsuite generates entries for planned time automaticaly.

We are having days when an employee works for a different project and it doesnt recocgnize this hours and still make entries for planned time.

Is there an option to avoid creating entries before some date.
For example, we've closed january and still it generates entries for january...
