Productive time in Utilization calculation

We are documenting some processes for our users, and we want to be 100% sure that our understanding of the calculation of Utilization the standard report 'Actual Utilization by Resource' is correct. Also to verify that it includes time entered on Projects which are marked as Productive and NOT Utilized ?

Can anyone confirm this is the case, and that Productive time goes into the Utlilized calculation. We are trying to understand if there is a reason for this or if it is a error in the report.

I created a project, marked it as Productive Time, and when I ran a Utilization report, I saw the time in the Utilization calculation. Anyone else seen this, is it a mistake or deliberate ?
