Expense Report approval by Project Manager

Has anyone been able to create a workflow that would allow project managers to approve expense reports as they are currently able to approve time?

We are using Advanced Projects and the project managers are allowed to approve time on resources assigned to their projects.  We are looking for the same functionality for expense reports.

Right now we are thinking workflow/scripting.

Any advice?
