Time Approvers - after the 2014.1 release

Hi there - I am investigating and learning all the new functionality but curious of anyone has come across an answer to this.

Can a resource have their time approved by more than one person, OR edited by more than one person.

For example, if a person is on two projects where there is a separate project manager for each project, can this resource's time be approved by the two different people 

OR

If the resource has entered their time two projects, can the time entry be edited before the time entry is submitted.
